Ex-House Speaker lauds Kapampangan resiliency

CLARK FREEPORT -- Former House Speaker Jose De Venecia lauded the Kapampangans for their resiliency over disasters, like the eruption of Mt. Pinatubo in 1991 that devastated Pampanga and other parts of Central Luzon.

De Venecia, one of the personalities honored by the Metro Clark Advisory Council (MCAC) on Wednesday, even cited Pampanga officials for their effort to rehabilitate the province.

Former President Cory Aquino and then Public Works Secretary Jose Ping De Jesus went out of their way to rebuild the province, Tarlac, Bataan, and Zambales, he said.

Congressman Carmelo Lazatin and De Venecia co-authored a bill in Congress appropriating P10 billion for the rehabilitation of Pampanga and other parts of Central Luzon.

The MCAC has awarded citations to former President Aquino, De Venecia, De Jesus, Lazatin, former Pampanga governor Bren Guiao, and Public Works Undersecretary Rafael Yabut, who headed the Pampanga First District Engineering Sub-Office, for their significant contributions in rehabilitating the province.

Clark Development Corporation (CDC) president Felipe Antonio B. Remollo, chair of the MCAC, led the awarding of the citations.

Remollo said the council has cited Aquino "for her decisiveness in initiating the immediate reconstruction and rehabilitation of the provinces of Pampanga and Tarlac."

"The MCAC recognizes Aquino's foresight in laying the groundwork of policies, plans, and programs to ease the social and economic impact of the reversion to the national government of all US military facilities in the country," Remollo said.

Aquino convened the Joint Legislative Executive Bases Council that paved the way for the enactment of Republic Act 7227, also known as the Bases Conversion Act, and thereafter the creation of the Clark Special Economic Zone, now known as the Clark Freeport, the CDC officials added.

The MCAC cited De Venecia for expediting proposed bills and House resolutions to implement speedy rehabilitation of lahar-ravaged communities, for facilitating the approval and immediate release of funds for engineering programs in Central Luzon, and for his active participation in the Joint Legislative Executive Bases Council.

De Jesus, who resigned as secretary of the Department of Transportation and Communications last June 2011, was the secretary of the Department of Public Works and Highways in 1991.
