Public input on industrial water use in Peace River BC demanded

The fight over natural gas and fresh water in the Peace River region is heating up, with local residents demanding full public consultations for any expansion of the industry’s water use

At issue are two licences that could allow Talisman Energy Inc. and Canbriam Energy Inc. to take up to 20,000 cubic meters of water a day from the Williston Lake Reservoir to extract gas from the Montney Shale Play.

Asked on June 1 about what consultations there would be with the general public and first nations, Energy Minister Rich Coleman told the B.C. legislature: “There will be an extensive process of public consultation, discussion and negotiations with first nations before anything would go ahead.”

Talisman was awarded one of the licences to pump 10,000 cubic meters of water per day from the reservoir on July 25. Residents of the Hudson’s Hope area say the licence was granted without proper consultation and that they fear a second licence will soon be awarded to Canbriam Energy. They are demanding an independent inquiry into how using the fresh water supply for gas extraction affects the environment.

“Water is a public resource and the public seems to have virtually nothing to say about it,” said Gwen Johansson, president of Custodians of the Peace, which represents landowners in Hudson’s Hope.

The province’s two independent MLAs have already urged the government to hold a public inquiry to investigate fracking, a technique that uses large quantities of water and sand mixed with chemicals to extract gas embedded deep below the Earth’s surface.

Independent MLA Bob Simpson said in a news release that no new water permits and licences in the area should be granted until basic data on the fresh water supply in the region is collected and the public and first nations are “extensively consulted.”

Neither Mr. Coleman nor Steve Thomson, minister of Forests, Lands and Natural Resource Operations, were available for comment. An e-mail statement from Mr. Thomson’s ministry said officials conducted a “technical assessment of water availability” and consulted with “local and federal governments, stakeholders and First Nations” before awarding the Talisman licence.

A spokesperson for Talisman said the company “consulted with the public for over a year,” and met with landowners and first nations leaders and held a series of town hall meetings to explain the company’s fracking strategy and its plans to build a pipeline to carry water to its field.
