The problem of high school graduates not being ready for college is drawing more attention across the country, particularly at community colleges. In many states, at least half of incoming community college freshmen need remediation. In New Jersey, a governor-appointed task force reported this year that 70 percent of full-time freshmen entering community colleges need remedial help. The Regents’ new “college-ready” measure is based not on a Regents diploma but on a student earning at least a 75 on the English Regents exam and an 80 on the math. Those thresholds were taken from a study showing that most of the students who got C’s or better in their freshman courses at the City University of New York exceeded those scores. Partly to rectify that, the Regents in 2005 supplemented the standard Regents diploma with a “Regents diploma with advanced designation.” That diploma, which requires students to pass at least eight Regents exams, is usually pursued by those going to four-year colleges. Nearly 70,000 students — 46 percent of all Regents diploma recipients — earned the designation in 2010.

King and the Regents are discussing several ways to prepare more graduates for college work. One option is to make the Regents exams harder or raise the score required for passage — or both. But those moves would have to come hand-in-hand with work to strengthen the curriculum and teacher effectiveness so students could reach those standards. King said the Regents are also considering jettisoning the traditional 0-100 grading scale for Regents exams and replacing it with the 1-4 scale used in the state’s elementary and middle school tests. Scoring a 2 would signify that a student is ready to graduate from high school. A 3 would mean that student is ready for college work. That would give students and parents a better idea of where they stood, he said.

Students in the summer academy hope to beat those odds. Shadaka Thomas, who earned her Regents diploma at Corcoran High School in June, believes her high school could have prepared her better. But she said OCC’s developmental courses — which she and the others are taking free through the Say Yes-OCC collaboration — are making up the difference.

Perhaps if we paid teachers in NY an AVERAGE of $66,700 per year for 9 months work with one of the best benefits packages in the nation we would have a better result. Thats just a pittance at $1675 per week (for weeks actually worked) based on a 40 week school year.

Next year, for the first time, students will have to pass all five exams — English, math, science, US history and world history — at 65 to graduate. All students without disabilities will be on the Regents track; there will be no more local diplomas.

The team of six high school girls new to America sat frozen waiting for the next missing lyric, whiteboard and marker at the ready. They glanced toward their classmates, who sat nearby, in two competing teams.

One of their instructors, Sam Sellers, otherwise known as Rabbi Darkside, started a beat. Then Jamel Mims, otherwise known as M.C. Tingbudong, began rapping the lyrics of a song whose rhymes did not contain the familiar curses or boasts, but the vocabulary that New York high school students need to pass their Regents test in American history.

“ Follow along closely so it won’t get convoluted ,” Mr. Mims, 25, rapped, flicking his wrist to the beat. “The supreme law of the land is called the …”

He paused. The girls conferred in their native language, Spanish, scrambled for the marker, and hoisted their whiteboard into the air. “The Constitution!” they shouted in English, reading off their answer.

“Righteous,” M.C. Tingbudong said.

In the realm of dry high school material in New York City, perhaps nothing is drier than Regents exams. The multiple-choice questions often read as if they are straight out of a 1950s textbook — and in fact, the language, showcased in the state’s extensive test archives , has remained essentially the same for decades. If there was an opposite of contemporary urban street culture, it might go a little something like this Regents classic:

“Which idea did the founding fathers include in the Constitution that allows Congress to meet the needs of a changing society? 1) federalism 2) separation of powers 3) the elastic clause 4) states’ rights.” (The answer can be found below.)
